Description The Possession Protocols comprise a procedure for Aurizon Network that governs its communications and engagements with Operators about the planning of Possessions on the CQCN. The Possession Protocols apply on a consistent basis to all of the CQCN and all Operators. Aurizon Network’s process of communication and engagement with Operators about Possessions is closely related to its train path planning processes as set out in the Network Management Principles and the System Rules. Accordingly, the Possession Protocols should be read in conjunction with the Network Management Principles and the System Rules. The Possession Protocols are consistent with UT5. This document is effective from the date given in this document until further notice, and it: (a) is subject to change; and (b) typically includes work associated with Maintenance Work and any other activity both internally and externally that may impact the network. Introduction 2.1 Context The Possession Protocols set out the basis on which Aurizon Network will communicate and engage with all Operators about the planning of Possessions on the CQCN. The purpose of the Possession is to establish a communication and engagement process that is: (a) straightforward, (b) transparent, (c) clear, and (d) consistent for all operators The implementation of the process set out in the Possession Protocols will facilitate the effective and efficient operation of the CQCN, and thereby facilitate the effective and efficient utilisation of Access Rights by Operators. Document Number HWD-00580 Effective 1/06/2021 12:00:00 AM Page 3 of 8 2.2 Scope This procedure details the process by which Aurizon Network will communicate and engage with all Operators about the planning of Possessions throughout the Possession lifecycle. This document does not detail the internal management process by which Aurizon Network determines the quantum, duration and timing of Possessions, after taking into account safety, operational, asset management, contractual, coal supply chain, risk and other matters. 3. Perform Process This procedure covers only Tactical Long Term Planning & Short-Term Planning 4. Tactical Long Term Planning of Possessions 4.1 Purpose The purpose of this Section 4 is to specify how Aurizon Network will communicate and engage with all Operators about its tactical long term planning of Possessions. 4.2 Notification of Proposed Possessions Aurizon Network auto publishes a number of reports directly from planning systems to a Power BI generated report listed as: 05309001-CQCN Asset Activities This Power Bi report forms part of a suite of auto published reports CQCN Supply Chain Maintenance Activities available to Access Holders as shown below, and listed in the tabs under that report. Tactical Long Term Planning Short Term Planning Day Of Operations (Execution Document Number HWD-00580 Effective 1/06/2021 12:00:00 AM Page 4 of 8 The reports contain agreed activities from the Maintenance and Renewal Strategy, additional Maintenance Work, and other known activities impacting the network which may be from internal and/or external sources. 4.3 Comments from Operators Aurizon Network is open to comments from Operators on each of the reports published as part of the Power BI suite of documents forming CQCN Supply Chain Maintenance Activities. 5. Short Term Planning of Possessions 5.1 Purpose The purpose of Section 5 is to specify how Aurizon Network will communicate and engage with Operators about its short-term planning of Possessions. 5.2 Notification of Asset Constraint Summaries Aurizon Network auto publishes reporting consisting of the Power BI generated reports listed below: 05309001-CQCN Asset Activities 05303001-CQCN Pathing Document Number HWD-00580 Effective 1/06/2021 12:00:00 AM Page 5 of 8 These reports, in combination, consist of CQCN Supply Chain Maintenance Activities available to Access Holders and the 4 Week Pathing Availability Plan (4WPAP). For each Possession during the 4WPAP Period, all urgent possessions, if any, planned by Aurizon Network as at the date of that report are included. Each Possession during the relevant 4WPAP Period and CQCN Asset Activity detail will specify: (a) the date, starting time and ending time of that Possession (b) the critical asset(s) affected by the Possession, and (c) the resulting impact on the affected Coal System’s access availability. The reports are considerate of the latest MTP. Aurizon Network auto publishes reports generated through Power BI which are effective upon the last refresh date shown on the report, these automatically update at set periods and will supersede previously advertised reports. Each of these reports are subject to Variation by Aurizon Network Under Section 6. 6. Variation to Short Term Planning Of Possessions 6.1 Purpose The purpose of this Section 6 is to specify how Aurizon Network will communicate and engage with operators about variations, including Urgent Possessions and Possessions taken on opportunistic bases, to its short-term planning of Possessions. 6.2 Alteration to Supply Chain Maintenance Activities During the life cycle of a Possession, Aurizon Network may, subject to UT5 Schedule G clause 5.4(c)(iv), determine to: (a) Cancel a Possession that is advertised in the CQCN Asset Activities Power BI Reports; or (b) Vary a Possession included in the CQCN Asset Activities Power BI Reports; or (c) Plan new Possessions to take effect at any time as advertised in 5309001-CQCN Asset Activities and 5303001-CQCN Pathing Power Bi reports. Changes to the 5309001-CQCN Asset Activities Power BI reports from the previous advertised report are identified as being Yellow. 7. Emergency Possessions 7.1 Purpose The purpose of Section 7 is to specify how Aurizon Network will communicate and engage with Operators about Emergency Possessions. 7.2 Notification of Emergency Possessions Aurizon Network will notify Operators of Emergency Possessions as soon as practicable. 8. UT5 Means Aurizon Network’s 2017 Access Undertaking (UT5), as approved by the Queensland Competition Authority on 21 February 2019 and amended from time to time 12. Interpretation (1) Where Aurizon Network is required under Possession Protocols to issue a document or Power report, in respect of all Coal Systems, Aurizon Network may elect to issue two or more separate Power BI reporting, provide these reports are not inconsistent with one another and are taken together, to relate to all Coal Systems. (2) All references in this document to sections are references to sections of this document, unless otherwise stated.
