The RRVA must be Fulfilled by the Competent Worker when all of the instructions on
the RRVA have been carried out.
The Train Controller and the Competent Worker must endorse their copy of the RRVA
as Fulfilled.
Where all of the instructions on the RRVA cannot be carried out then the Train
Controller and the Competent Worker must endorse their copy of the RRVA as
Cancelled.
