Reporting members of the Public or Trespassers in the Rail Corridor during Track Possessions

This information has been prepared to inform Sydney Trains’ employees, contractors and TfNSW on general requirements in relation to identifying and reporting members of the public or trespassers within the rail corridor during track possessions.

Effective date: 4 November 2020
To remain in Possession Notes until: 4 February 2021

Background
Recent incidents have occurred on the Network where members of the public and/or trespassers have either inadvertently or by choice entered the rail corridor during track possessions. A case in question was where a member of the public walked onto the tracks from the end of a platform, in this instance the platform was on a live track and not under possession.

Requirements
All workers or safeworking staff working within track possessions are to be vigilant and remain aware of their surroundings to ensure that we look out for the safety and security of fellow colleagues and customers. Typically, members of the public or trespassers will not be wearing Personal Protective Equipment (PPE) including high-visibility vests within a possession area. On observing any persons notmwearing PPE, or displaying suspicious behaviour or acting in an unusual manner, workers or safeworking
staff shall undertake the following:

    • Report any suspicious activities or persons immediately to the Security Control Centre (SCC) on telephone 9379 4444
    • For life threating or medical emergencies call Triple Zero ‘000” in the first instance then contact the SCC
    • Report the activity to your supervisor
    • Report the activity to the applicable Possession Management Centre or Possession Office

The Final Word
Each and every person who works on track within a possession has a responsibility to work in a safe manner and to promptly report any unsafe acts or suspicious behavior which will help to deliver a safe and secure workplace.
Network Access Managers and/or delegates as applicable are to please ensure that this Notice is placed in the Possession Notes and highlighted at prepossession meetings to all work team representatives.
