The purpose of this rule is to provide details on the protocols for issuing and using
Local Possession Authorities (LPAs) in the Public Transport Authority (PTA) Network.
These Authorities are used to close a defined portion of Track for a specified period. In
addition, this rule details how Protection is carried out when multiple Worksites occupy
separate portions of the LPA.
